Celeste Garcia
Founder, Consultant
Celeste is the president and founder of Vision Consulting LLC. During her 25+ year career as a management consultant, she has developed expertise in strategic planning, program and process analysis, meeting design and facilitation, and training development and delivery.
Prior to forming Vision, Celeste spent ten years in PricewaterhouseCoopers’s government practice leading change management and business process reengineering projects for federal government agencies, such as HUD, the US Department of Commerce, and the Census Bureau. She then served as Managing Director of Consulting Services at Ivy Planning Group in Rockville, MD.
Celeste has experience with all levels of government. Some of her recent engagements include leading the strategic planning process for the Prince George’s Child Resource Center, developing a performance management process for the NIH-funded Jackson Heart Study, conducting an organizational assessment and developing recommendations for a unit at the Department of Labor, delivering training to staff at the US Department of Agriculture and the Transportation Security Administration, and providing process analysis and facilitation services to a unit of AARP.
Celeste earned her Master of Public Policy from Harvard’s Kennedy School of Government and her Bachelor of Arts in Economics from Harvard College. She is a member of Leadership Greater Washington’s class of 2009, has completed the Leadership program at the University of Maryland, and is a Standards of Excellence licensed consultant.
Daphne Miller
Executive Coach
Daphne Miller is a credentialed Executive Coach with over 3,000 hours in direct one on one coaching. Her expertise is in working with individuals and groups with an emphasis on leadership development, training and developing strong cross discipline partnerships. In her facilitation engagements she focuses on achieving results, fostering teamwork, creating an atmosphere of openness and trust, and honoring the diversity of participants. Her facilitation approach is interactive and experiential so that individuals can practice new approaches as they explore and resolve issues. She has worked with numerous organizations in developing training plans and delivering training to management, support staff and contractors.
Daphne has administered and debriefed multi-rater assessments and developed and delivered leadership and management development programs for numerous organizations, such as the Arlington County, the General Services Administration, and the American Chemical Society.
She brings over twenty five years of experience in sales, marketing and leadership positions with the past fourteen in coaching, facilitation and organizational development. Daphne earned a certificate from Newfield Network in Coaching for Personal and Professional Mastery in 2003 and a certificate in Advanced Coaching for Leadership and Well Being Program from George Mason University, 2013. Daphne is certified to administer the Center for Creative Leadership Benchmarks 360° Assessment, Lominger 360° Assessment, and Lominger Architect 101 Competencies.
Paul M. Camper, Ph.D., MSOD
Consultant & Psychologist
Paul Camper is an Organization Development consultant and Clinical Psychologist who has consulted extensively to domestic and global businesses, governmental and international agencies, and non-profit organizations. Formerly, Paul was a business executive with national health care companies in the managed health care industry.
Paul holds a bachelor’s degree in psychology from Stanford University, a doctorate in Clinical Psychology from the University of Washington, and a master’s degree in Organization Development from the Pepperdine University School of Business and Management. He is a licensed Clinical Psychologist and has served as a Clinical Fellow in Psychiatry at the Harvard University Medical School. Paul has also completed studies in leadership development at the Center for Creative Leadership in Greensboro, NC.
Iris Ioffreda MA, ACC
Consultant
Iris Ioffreda focuses on leadership development, executive coaching, building high performance teams, facilitation, and strategic planning. She works with senior leaders on creating organizational vision and alignment, cultivating emotional intelligence, developing inclusive work environments, ensuring good communication, and improving leadership effectiveness. Iris has over twenty years of management experience in corporate, non-profit, government and educational settings. Her business experience ranges from managing a small company focused on health care needs in developing countries, to sales and marketing at IBM. She has extensive experience in adult learning, gained through her work directing conference and training programs for George Mason University’s Center for Health Policy, Research, and Ethics and the Association of Women’s Health, Obstetric, and Neonatal Nurses, a national association.
Iris is an ICF certified executive coach, has a post-graduate certificate in Organization Development and Leadership Coaching from Georgetown University, and an M.A. in Political Science from the University of Michigan. Iris is fluent in Spanish and has lived and worked extensively overseas.
